Look at the wording for Article 10 carefully. The land takings discussed are not just from homeowners and businesses. Conservation land is covered in there, too.
The Town has updated the Construction Plan to show Proposed Temporary Construction Easements on Conservation land; see table describing the preliminary right of way parcel, summary starting on page 37 of the PDF file (about halfway through):
The parcel is clearly Conservation Commission land. Bear in mind also that the Easements are in a Proposed status. Any and all Construction items marked Proposed mean they are not fixed. Article 10 gives MassDOT leave to negotiate all Proposed boundaries wherever MassDOT sees fit. The Town will not run this negotiation, and MassDOT has no obligation to take in Town input. This also means that MassDOT may expand into Conservation areas well beyond the the Temporary Easements shown in plan.
The minutes of the Conservation Commission indicate that the Conservation land easement and land use change was not discussed in public hearing. The minutes show that the Conservation Commission declared that the land would be rededicated and easements granted, but no public hearing was held. The public hearing was closed before the Commission voted on redesgnating land. And conservation land was never mentioned by name.

Commonwealth law requires four steps to change Conservation land:
A victory of 2/3 for the pavers on Nov. 14 automatically advances the conservation land conversion. The legislature will approve it, and voilá Dellovo Conservation Land goes under the bulldozer.
State law intended for Conservation land to have robust protections, with a high bar to change the land. The Select Board is trying to evade Commonwealth process.
Ask the Town why they have not followed State law for Conservation Land.
